Q1: What is the meaning of a premises license?
A1: It is a license issued to a specific premise to conduct any trading, business, or industrial activities.
Q2: What is the meaning of a composite license?
A2: A composite license is a combination of a premises license and a premise signboard license.
Q3: Are there criteria for premises required to apply for a DBKL premises license?
A3: 1) The premises must be located within the administrative area of Kuala Lumpur City Hall (DBKL). If you’re unsure, check the premises’ cukai pintu/cukai taksiran statement.
2) It should not be in a residential area/zone.
3) If it is in a residential area, an application for land use change can be submitted to the Jabatan Perancangan Bandaraya, Kuala Lumpur.
Q4: What documents are required to apply for a business premises license?
A4: Each application must submit the following documents:
- A copy of the company’s/business’s/organization’s registration (Form 9, 49, 24, or Form D along with business & ownership information),
- A copy of the applicant’s identity card/passport,
- One colored signboard visual design that has been certified by the Dewan Bahasa dan Pustaka and a photo of the advertisement location,
- photographs of the premises,

Q5: Can foreign nationals apply for a business premises license?
A5: Foreign citizens who have a valid identification document can apply for a business premises license except for activities and locations such as at the List of Activities Not Permitted For Non-Citizen Owners (link: List of Activities Not Permitted For Non-Citizen Owners)
Q6: How much is the license fee?
A6: The license fee rate is according to the category as below:

Q7: What is the procedure for renewing a license?

For renewing a temporary premises license, the licensee must obtain supporting documents from the relevant department / agency first. Details can refer to FAQ Q4 above.
Q8: I lost my business license. Can I get a duplicate copy of my license?
A8: Licensees can reprint at DBKL portal.
Q9: I have a business premises license for only one activity. If I want to add a business activity, do I need to apply for a new application for that activity?
A9: You may contact us to assist you to apply for additional activities.
Q10: If I want to open a business at another location, do I need to apply for a new premises license?
A10: Yes, licenses are issued based on the premises address and cannot be transferred to another location.
Q11: How can a license approval be revoked?
A11: A license can be revoked in two ways:
- Through a license cancellation application submitted by the licensee, or
- The license approval is revoked by the department due to violations of licensing conditions.
Q12: Can certain businesses be exempted from obtaining a premises license?
A12: Yes. Premises license exemptions can only be given for activities at this Exemptions List of Premises License (link: Exemptions List of Premises License)
Q13: How do I apply for a business premises license for a home/residential premises?
A13: Applicants must first obtain Development Order (DO) approval from the DBKL, which confirms the application to convert the residential building into commercial one. Please refer to FAQ Q4 for further info.
Q14: What are some reasons why a business premises license application could be rejected by the Licensing Committee?
A14: License applications can be rejected for reasons such as:
- Premises with staircase build that does not comply with the Undang-undang Kecil Bangunan Seragam 1984.
- Additions or alterations that have not received building / renovation plan approval.
- Premises that did not meet the safety and fire prevention requirements as stipulated by the Fire and Rescue Department (BOMBA).
- Failure to install a grease trap or tiles inside the premises (for restaurant/food shop activities) as required by the Department of Health and Environment.
- Excessive noise and disturbance that cause the disbursement to the neighbours.
- Non-compliance with the Hawker licensing guidelines set by Jabatan Pelesenan dan Pembangunan Penjaja.
Q15: What actions are taken if there is a violation of business premises license conditions?
A15: Violations of terms under relevant Acts/laws can result in the following actions:
- Compound notice, and if the violation continues, the licensee will be given;
- A show cause letter, and the final action will be;
- Cancellation of the business license.
Q16: What categories of biodegradable products are allowed for use?
A16: The allowed standards and criteria for biodegradable products are based on classifications such as biodegradable (SIRIM Eco-001:2016) or compostable (SIRIM Eco-009:2016).
Q17: Where can I obtain biodegradable products?
A17: Biodegradable products can be sourced from all suppliers who have received SIRIM Eco-001:2016 and Eco-009:2016 certification from SIRIM Berhad.
Q18: Can merchants/retailers charge for biodegradable product packaging?
A18: All merchants and retailers are allowed to charge 20 cents for biodegradable bags provided to customers.
Q19: What actions can be taken if licensees do not use bio products?
A19: Any license holder who refuses or fails to comply with the directive to use bio products can face enforcement action under the Wilayah Persekutuan Licensing By-Laws Act 1 and the Local Government Act 1976 from 1 September 2017. Violations of license conditions and additional requirements can incur the following penalties:
- Compound fines of up to RM1,000.00
- Forfeiture of deposit
- A fine of not more than RM2,000.00 and imprisonment for not more than one year
- Cancellation of the license.
