Guide to MOTAC (Ministry of Tourism, Arts and Culture Malaysia) License Application in Malaysia

If you plan to operate a tourism-related business in Malaysia, obtaining a MOTAC License is mandatory. This license ensures that your business is legally recognized under the Tourism Industry Act 1992 (Act 482).

Types of MOTAC Licenses Available

Businesses can apply for the following licenses under MOTAC:

  • Inbound Tour Operator License – For organizing and operating travel packages within Malaysia.
  • Outbound Tour Operator License – For organizing travel packages outside Malaysia.
  • Travel Agency License – For providing booking, ticketing, and travel arrangements.
  • Tour Guide License – For individuals providing guiding services to tourists.
  • Other Tourism-Related Licenses – Such as scuba diving, adventure tours, and specialized tourism services.

 Other Requirements for Local & Foreign-Owned Companies

  • Must be registered under Companies Act 2016 (Sdn. Bhd.)
  • Must have a physical office (commercial area)
  • At least one full-time Malaysian staff with relevant experience
  • Director/Manager must attend MOTAC Tourism Course

📄 General Document Requirements (All Ownership Levels)

Company & Premise:

  1. Company incorporation documents
  2. Tenancy agreement or property ownership proof for business premise
  3. Organizational chart
  4. Proof of paid-up capital
  5. Latest 3-month company bank statements
  6. Photos of office interior, exterior, and signage

 Staffing:

  • Minimum 1 full-time staff with tourism qualifications or related experience for Outbound/Ticketing: At least 1 staff with IATA/UFTAA certification

 🛂 Additional Conditions for Foreign Shareholders (30%–49%)

  1. Foreign shareholder must not be blacklisted in Malaysia
  2. A local director/shareholder must hold operational control
  3. Business activities must be primarily focused on Malaysia
  4. Board resolution or shareholders’ agreement supporting local control is recommended
  5. Additional documents (e.g. Letter of Intent, Business Plan) may be requested
