How to Apply for a Restaurant License in Klang Valley

Step 1 – Identify the Correct PBT

Determine which local authority controls the restaurant premises.

For example: DBKL, MBPJ, MBSJ, MBSA, MBDK, MPKj, MPAJ, MP Selayang, MP Sepang, MPKL, MPKS and other town councils.

 

Step 2 – Check the Premises

Before signing the tenancy agreement or starting renovation, check:

  • land use
  • building use
  • permitted business activity
  • previous business activity
  • renovation approval
  • exhaust feasibility
  • drainage
  • grease trap requirements
  • PBT restrictions

 

Step 3 – Register the Business with SSM

Set up the appropriate company or business entity and ensure that the business activities are consistent with the proposed restaurant operation.

 

Step 4 – Prepare the Restaurant Layout

Prepare the floor plan and identify:

  • kitchen
  • food preparation area
  • dining area
  • washing area
  • toilets
  • storage
  • waste area
  • grease trap
  • exhaust system

 

Step 5 – Complete Food Handler Requirements

Ensure relevant food handlers comply with applicable food safety requirements, including training and typhoid vaccination requirements.

 

Step 6 – Register the Food Premises

Complete the applicable food premises registration requirements with KKM.

Step 7 – Complete Renovation and Required Facilities

Depending on the PBT, the premises may be inspected by the relevant officers.

The inspection may cover:

  • premises condition

  • toilet
  • waste management
  • signage
  • building compliance

 

Step 10 – Rectify Any Non-Compliance Issues

If the PBT identifies problems, the applicant may need to make corrections before approval.

  • unauthorised renovation
  • unsuitable signage
  • drainage problems
  • incomplete documents

 

Step 11 – Pay the Applicable License Fees

Once the application is approved, the applicant may need to pay the applicable license and related fees.

 

Step 12 – Obtain and Display the License

After approval and payment, the restaurant license should be obtained and displayed according to the PBT’s requirements.

 

How Long Does Restaurant License Approval Take?

For a straightforward restaurant application, a practical planning estimate may be around 2–8 weeks.

 

However, this is not a universal statutory approval period.

The actual processing time can be longer if the application involves:

  • planning approval
  • change of use
  • building approval
  • renovation approval
  • fire safety requirements
  • exhaust issues
  • drainage problems
  • incomplete documents
  • technical department referrals
  • additional business activities
